Masami Yuuki’s serial manga Mobile Police Patlabor was set in a not-too-distant future when heavy physical work is performed by giant robots called Labors. As the robots also get involved in accidents and crimes, the Tokyo police force needs Patlabors (“Patrol Labors” elided) to handle them. The 47-episode broadcast series (actually the follow-up to a 7-part OVA) retains its freshness and good humor. Determined to succeed as a robot pilot, perky Noa Izumi joins the crew of oddballs who make up Special Vehicles Division 2: thoughtful Asuma Shinohara, no-nonsense New York Police officer Clancy Kanuka, loud-mouth Isao Ota, and understated Captain Goto. Less heroic than Gundam pilots but more serious than the Dai-Guard crew, these misfits interact in ways that suggest a comic version of Hill Street Blues.

Their assignments range from rescuing a government minister and saving an ancient tree to thwarting terrorists and guarding a winter carnival. Captain Goto observes dryly that the robots “have been called everything from jokes to money pits to piles of useless waste.” But when a military experiment runs amok or a mutant monster gets loose in a forest, Division 2 is there to save the day–even if others get the credit for their work. Toriyasu is a lazy, ordinary 10-year-old boy, who wearily endures the outbursts of his boisterous younger sister, Meeko. When his dog Papadoll turns up missing, Meeko is sure the pet has been abducted by aliens. Her suspicions prove correct, as the children find themselves being not kidnapped but “escorted” by three talking cats to Banipal Witt, a feline world that exists in another dimension. Papadoll was brought there by the nasty Princess Buburina: exposure to its magical sun has turned the hapless pooch into a bizarre, destructive monster. Anime fans will be surprised to learn that this gentle, brightly colored fantasy was written and directed by Takashi Nakamura, the animation director of Akira, with a screenplay by Chiaki Konaka (Lain). Art director Shinji Kumara makes Banipal Witt a dazzling fantasyland of brilliant colors, balloons, and cat-shaped buildings that combines elements of Yellow Submarine, Ub Iwerks’s Pincushion Man, and an amusement park. Hajiki Sanada, the teenage hero of this drawn/CG mecha adventure, works as a delivery boy to help his family survive in the gritty slums of Night Town. When he handles a mysterious cube, it transforms into a Techode, a powerful robot that obeys only him. He soon discovers three other Techodes: one belongs to Princess Aiko, tough girl Takami pilots a third, and thuggish Katana uses the fourth. The Blade Runner-influenced backgrounds (complete with animated billboards) look better than the animation in front of them. The weightless, rubbery movements of the Techodes don’t convey the mass and power of multi-ton robots. It would be easier to forgive the limits of the animation if the story were more compelling, but the characters remain underdeveloped. Hajiki struggles to earn an honest buck on mean streets, but little distinguishes him from other anime heroes who unexpectedly become mecha jockeys.
